Listers' Meeting - Minutes - November 10, 2015
Town of Williston Board of Lister’s Meeting Minutes November 10, 2015 Listers Charlie Coney and Linda Levitt were present. Assessor, Bill Hinman; Assistant Assessor, Dick Ransom; and Administrative Assistant, Debbie Greer were present. Global Foundries representatives (Tom Lane, Tax Manager; Tom Jagielski, Operations Manager; and Ariel Dunster, Tax Analyst) were also in attendance for the first half of the meeting. Russ Beaudoin of Appraisal Resource Group was present for the second half of the meeting. The meeting opened at 1:05 PM. DISCUSSIONS: Introductions were made. Bill explained the reappraisal process, both the current and previous one, as well as the timeline for releasing new Grand List values. There was discussion about Global Foundries’ review of their buildings and land. Bill mentioned some of their land might be eligible for the Current Use Program. Charlie suggested they go on to the State’s website to learn more about the criteria. Bill explained that he views the Williston Global Foundries’ property as rentable office space and therefore, needs to ascertain the rental data in order to make income models. Bill emphasized the confidentiality of this information and Tom L. also stressed its importance to them. Tom L. stated that their facilities in other states and other countries are not taxed as they are in Vermont; hence, their visit here. Russ will conduct a site visit and meet with Global Foundries personnel in Jan. or Feb. 1:50 PM -- Russ gave an update on the inspections of the commercial properties. There was discussion about entering the data collected from the income and expense forms. Debbie confirmed we’ve received ~ 25% of the completed forms back. Bill pointed out we’ll need to be doing approx. 250 residential inspections per month between Dec. and April in order to finish. Russ stated he’ll need to hire an additional person. Bill mentioned he may have someone to recommend. Russ expressed concerns about what appear to be average or average minus homes in some areas of Williston where most of the dwellings are of good quality. Dick brought up decks and valuing pressure treated vs. composite materials. The Errors and Omissions were reviewed and approved.
