Listers Harold Cort, Linda Levitt and Lauren Koumjian were present.  Assessor, Bill Hinman; Assistant Assessor, Dick Ransom; and Administrative Assistant, Debbie Greer, were present.  The meeting opened at 10:00 am. 

DISCUSSIONS:

Dick distributed handouts summarizing the 2022 Grand List and the changes, which were reviewed.  Bill pointed out that the biggest increases came from Uhaul, LL Bean, Cottonwood Crossing & the Finney Hotel.  Bill mentioned Scott Rieley had been in recently to discuss fair assessments for the Finney Crossing apartments.  

Bill explained the process of how a new, proposed development gets assessed at various stages along the way.  

Harold asked about tracking solar installations.  Bill stated the state does not keep a complete list, nor has a good system in place, but that we did send letters to approx. a dozen property owners last year requesting information.  (We cannot assess those under 50 kw.) 

So far Bill is only expecting grievance hearings on two commercial properties.  Dick brought up a church’s request for tax exempt status.  Harold asked about the status of vacancies in Maple Tree Place & suggested returning the assessed value to its 2020 level, to which Bill agreed.  Other retail properties were also discussed. 

Lauren asked when we could anticipate our next town-wide reappraisal.   Bill indicated it could be as early as 2024, but likely later due to the shortage of personnel needed to do the many reappraisals required throughout the state.  He clarified we’ll only need to have a contract to do the reappraisal, but not actually have it completed by the specified date. 

The preliminary Grand List will be ready tomorrow and the listers will need to sign it.  Bill confirmed the grievance hearings will be on  June 8^th.

The next meeting for the Board of Listers will be on grievance day, Tuesday, June 8, 2022.
