5)     SPECIFIC PLAN- 5190 and 5222 WILLISTON ROAD (CHIMNEY SUPPLY) COMPREHENSIVE PLAN AND ZONING CHANGE FROM GATEWAY WEST & RESIDENTIAL TO INDUSTRIAL WEST

(review staff report and application materials)

WHEREAS the stated purpose of the proposed specific plan is to expand Chimney Supply, and  

 

WHEREAS New England Chimney Supply (NECS) meets the definition of a Basic Industry (A basic industry is one that exports goods, services, and/or information from the region), and 

 

WHEREAS the applicant has proposed a bus pull off and concrete pad as the second substantial benefit, and 

 

WHEREAS the definition of substantial public benefit of WDB 9.2.2.3 references major infrastructure assets, and

 

WHEREAS Town Plan 6.1.3 Public Transportation states, “the Town will continue to support local public transportation agencies, including SSTA (Special Services Transportation Agency) and Green Mountain Transit (GMT), in providing service to Williston,” and

 

WHEREAS Town Plan 6.1.3.4 Build Bus Pull Offs states, “There are many locations where there are inadequate places for bus passengers to get on and off busses along the major roads in Williston, especially Williston Road and Mt. View Road. The town shall work with GMT to identify and build appropriate locations for pull off locations for busses along these routes.

WHEREAS Green Mountain Transit (GMT) wrote a letter of support stating they were in favor of locating a bus pull-off in the identified location.  
 

THEREFORE, in accordance with WDB 9.3.2 and 9.3.3, I ____________________, move that the Williston Planning Commission find that a tentative substantial benefit to the town [COULD or COULD NOT] result from this specific plan.  
 

We [DIRECT or DO NOT DIRECT] staff to take steps necessary to hold a community meeting as described in WDB 9.3.3.
