Windswept Meadows (DP 24-06 & Glaser Specific Plan)

- Windswept Meadows(Mountain View Planned Community) is a 107-unit residential development located in the Residential Zoning District (RZD). The development will create 69 dwellings on Trails Bend Drive (a loop road off of Old Stage Road across from Wildflower Circle) and 38 dwellings on Glaser Court (a cul-de-sac off of Mountain View Road located to the east of 1876 Mountain View Road). As of February 25, 2026 the development has an active permit for Phase I infrastructure construction which includes the northern portion of Trails Bend Drive, water & sewer infrastructure, and a segment of multi-use path. Windswept Meadows was approved by the Development Review Board on April 14, 2025 (as permit no. DP 24-06) following hearings on January14, 2025 and March 11, 2025. View the minutes and approval here.
- Administrative permits for new dwellings are limited to 18 dwellings per fiscal year. No permits for dwellings have been filed as of February 25, 2026 and are not expected for several months until a portion of the infrastructure has been completed. The homes on Trails Bend Drive will include: 14 single units on individual lots, 26 duplex units, and 27 triplex units, plus the neighborhood community building. The homes on Glaser Court will be 3 single units, 26 duplex units, and 9 triplex units. The development will include 11 affordable dwellings to be perpetually affordable at 100% Area Median Income. The affordable dwellings will be 7 middle triplex units on Trails Bend Drive and 2 middle triplex units on Glaser Court.
- As a stipulation of the Glaser Specific Plan, a portion of the open space land was conveyed to the Town of Williston. As of February 24, 2026 the Town of Williston owns two parcels of land: (1) 14.98-acres at the corner of Mountain View Road and Old Stage Road, and (2) 33.44-acres west of Trails Bend Drive, and south and west of Windswept Farm (Mauss). Town ownership does not automatically equate to public access. There are no public parking areas or public paths/trails on the Town-owned land. The buildings and parking lot at Windswept Farm (Mike & Tina Mauss) are privately owned and operated on its own preexisting parcel at 581 Old Stage Road.
